It's owned by the city of Worcester MA, but since the expected airline traffic has evaporated (despite a lot of GA), it's running a big deficit. Massport (who run Bedford/Hanscom and Logan) are already operating and subsidising the airport, and the city is trying to convince them to take over ownership.
