I have been trying for a week to find a traval agent that will book flight from USA to Subic. With all the money invested in the area I would think I could find a website that would do it.

You'll probably have to go to RPLL (Ninoy Aquino International Airport).

I have been checking Subic Bay websites for weeks. I can't find a travel agent to arrange the entire trip. The SBIC website doesn't give any information on airlines or flights.

There are no commercial passenger flights into Subic, try Clark International, it is only about one hour drive away now that the new toll road is open. Clark has budget connections (TigerAirways, Cebupacificair) from Singapore for example.
