&lt;p&gt;I think this is one of those airports where the military operation and the civil operation have different ICAO codes - if you google it, you get about 50/50 split between LSTA and LSMN.  The ICAO &quot;LocationIdentifiersbystate.pdf&quot; says that LSMN is the military one.&lt;/p&gt;</description>
