I am also facing the same issue with my wife. They are asking for a Filipino who is a resident of Malaysia to raise a invitation letter. Frankly, i do not know anyone in such capacity moreover no strange would stick their head to guarantee another stranger. This procedure is so full of shit! The Phil embassy in malaysia have no right to stop a Malaysian in his own country to invite his wife to his homeland. For GOD sake, this is my dam country!!!!

I am flying in two days to KL to see my husband who is a Malaysian is coming home for the Chinese new year, he works in UK. I am having anxiety though I have my marriage contract with me. He booked my return ticket, and I have sufficient fund in my bank account. I only worry that I don't have an invitation letter as its hard for him to get one from the Phil Embassy in Malaysia as they require that he should have atleast 2 Filipinos as guarantors. He doesn't know any Filipino in Malaysia because he has been working in Uk for long time. What chances will they offload me?
I got offloaded last july and my husband has to come to the Phils. to escort me giving them 'tip' daw as we passed through.. nakakahiya talaga!

Loretta, Just this morning my Cousin in-law had been refused to pass exit to immigration may mga document invitation letter na hawak..dahil sa misis ko na may sakit dito sa Singapore at hindi maalagaan ang aming anak kaya nais namin na papuntahin sya upang kahit 2-linggo ay makatulong. pero ito ay nangyari na nman na ayaw sya palabasin dyan sa immigration pangalang beses na nangyari sa kanya. marami sa ating mga kababayan ang nagrereklamo sa maling patakaran ng immigration. masama ang loob ko dahil sa gumastos kmi ng pamasahe nya at ito ay nabalewa lang..hindi ganun kadali kumita ng pera dito sa ibang bansa..sana ay makatulong itong sulat ko at mapaabot sa inyo upang aksunan ang ginagawa ng mga tauhan nyo dyan.

For the last 11 months i haven't travel going in other country,as my bf is staying in europe but he supported me in philippines.We were leaving in Shanghai,China for almost a year and travelled together in Philippines for some times.Just last October when he was assigned to work in malaysia, Last nov.5,2011,morning my flight going to Penang Malaysia to meet him as we haven't met for 11 months. But i was offloaded by this clark immigration officers and ask too many questions. I have money,invitations and a place to stay in Penang with him. That time,i was really hurt..waste for ticket and a chance to meet him again. Same day i go back in Manila and buy new ticket in Cebu Pacific leaving that evening..giving myself another try even i am feeling bad. Still they ask me many things..until they check our flights together going to Philippines..that time i was able to go. But now,i feel worried in going back to Phillipines..as maybe will have a problem again. We as a democratic country..had the rights to do and go anywhere we like..bkit ganito ang mga immigration officer?? Tayo ang nagpapa sweldo sa knila..nagbabayad tayo ng tax..khit na may mga papel nman na hawak pra makalabas ng bansa pinipigil prin nila. Sana man lang..bago nila ioffload..ibalik nila ung perang pinang bili ng ticket..kc di un basta knuha nlang kung san..pinag trabahuhan un pra kumita ng pera.Pinipigil nila ang taong lumabas ng bansa..sana nkaka tulog pa kayo sa mga ginagawa nyo..maalala nyo man lang sna ung mga taong pina iyak nyo sa sama ng loob at tinatarayan!! Nkakahiya kayo..mga kalahi nyo ginaganito nyo.! Makarma sna kayo sa ginagawa nyo..!!

I'm working now here in Spore for 6 months. Complete docs like SPass, contract and an OFW member. I would like to go back sa Phils. For vacation. Ang worry ko is this. Before ako pumunta dito, nahold sko sa immigration sa Clark coz of many questions ng immigration. I went here kasi as a tourist. And sa ofc ng immigration, I signed a document which is waiver yata na I should come back sa Phils. I was just lucky that time na nakaalis ako ksi nadala ko lumang passport ko na it showed na traveller din ako. My worry now is pag umuwi ako is mahold na naman ako or nde na ako makabalik dito sa Spore because dun sa pinirmahan ko na waiver. Can the immigration officer use that waiver para mahold ako sa pagbalik dito, even kumpleto na ako ng papers ko here? In fact before sana ako umuwi is kukuha na ako ng OEC ko. Gusto ko ksi mg vacation but I worry na nde na ako makabalik for my work here just because of the waiver na pinirmahan ko. Hope you can advice me.

PNOY Officials are one of the WORST... Look at De Lima, she defied the constitution on the TRO by the Supreme Court.. Now this problem on the right to travel again.. OMG are we going rock bottom again! Paging Commissioner David!
The PNOY Administration and his staff should study the constitution of approved during the term of her mother... Memorandum Circular No. RPL-10-004 dated 09 August 2010, the Bureau of Immigration is totally UNCONSTITUTIONAL.. as this order discriminates other classes of society, for instance those who might have ugly and bad demeanor (like the BI officilas) but have complete travel documents such as financial capability, airline tickets etc... It curtails the Constitutional Rights to Travel, in which PERSONAL DISCRETION OF BI OFFICIALS are suspect to CORRUPTION.. Also, its disrespectful to bilateral relations of other countries (for those with approved visa) or even MULTILATERAL AGREEMENTS between ASEAN countries..
It seems that we need to amend so that we can redefine the 1987 Philippine Constitution on the Right to Travel.. Section 6. ... the right to travel be impaired except in the interest of national security, public safety, or public health, as may be provided by law... should also include And, those with complete travel documents going abroad will be impaired UPON THE PERSONAL DISCRETION OF BI OFFICIALS... NO POLICY NO RULES VERY UNCONSTITUTIONAL.. It seems odd to me.. The Anti-Trafficking in Persons Act of 2003 rules and regulations of this law should be examined in light of these blatant grave abuse of discretion of these rude BI Officials who are using this law as an escape goat..
POSSIBLE REMEDY:
As proposed by Binay there should be concrete guidelines on OFFLOADING of Passengers.. example for those going to HK - 1. Determine the amount of money per day; 2. For demeanor that's hard to evaluated since the BI Officials who assess are obviously not trained to determine who has a bad or good demeanor (pls. specify.. e.g. should walk straight, should wear coat and tie, no sandos or polos or slippers.. etc.)

its my first time to go back pinas arriving on DM airport sa Clark. im bringing a tv which only 32 inch. I got stuck with the custody officer kasi daw ng exceed ng 10,000 ang dala ko sa dapat ako mgbyad ng tax for the tv i bought... i was shock sa total amount of tax... 15% custom tax + 12% vat = 27% total tax... Im not the only one who bring home tv during that time we are 5 in the plane some bringing 40,42 & 32 inch, but im the only one na hinarang and they ask me to go to the office to calculate ung babayaran ko.. If may policy kyo na gnyan i post nio sa Airport explaining ung mga tax na gusto nio ipabayad at hindi ung manual kyo ngcocompute halatado na ibubulsa nio lang ung makokolekta nio... At why of all mga kapwa nio Pinoy ang sinisingil nio samantalang ang dmi foreign na dapat singilin sa excess baggage plang masyado nio na pinapaboran ang ibang nation... Tingin ko hindi na kailangan pangalanan ang mga officer na ito kasi ito na ang normal na gawain ng mga matatakaw na officer dyan at alam na kung sino ang mga ito wla lng ngrereklamo formal sa maraming dahilan isa na dyan,ung abala sa pgsampa ng reklamo at sa huli mpupunta lng sa wala,.. Madami ng kalakaran dyan sana naman pgtuunan nio ng pansin kung importante talaga ang feedback ng mga ngbibiyahe papasok at palabas ng paliparang pang-daigdig sa clark...

When I think of countries that literally hold their own citizens prisoner within their borders I think of places like North Korea. How is it that the Philippines can hold its own citizens prisoner in their own country? BI is HUMILIATING the Philippines in front of the world by demonstrating just what a backwards third world government we have.
And to say it is to combat trafficking is a lie. Not one true trafficking victim has been helped, because the real traffickers know which BI agent to pay grease money and how much so they can continue to exploit real trafficking victims. The only ones offloaded are the innocent ones who don't have grease money to pay or don't have the connections. These people are only the victims of BI. SHAME.

Please go to philstar.com and look for opinion. You can find Mr. Bondoc's article there. your comments under the column of Mr. Bondoc so more people will know about your sad experiences. I am a permanent resident abroad but what the Bureau of Immigration is doing under the guise of controlling human trafficking violates our constitution and it disgusts me. Do not allow this government to violate your basic right as a citizen because if you do, they will start chipping away more and more of our freedom. This Aquino administration is not about democracy as we can see.

This morning, I have experienced the worst nightmare in flying abroad. I'd been travelling in and out of the country (our native land - Philippines) as an OFW since May 1986 and I never experienced what this DMIA BI Officer Mr. Michael Dizon did with my passport. Mr Dizon broke my passport into two piece on suspicion that my passport was tampered. Do this BI Immigration has the capacity to break the passport based on their suspicion? They did not even allow me to have my passport instead issue me a receipt that they confiscate my passport for validation or verification. The passport was the latest Digital Passport that DFA issued to all Filipino who wishes to work abroad or visits countries outside Philippine territory.
Today 10October2011, is my flight to go to Singapore as a Tourist or on pleasure trip.
I just used my passport to go to Azerbaijan last June 2010 to work as an OFW under Salini Costrutti company. Eventually when I was in Azerbaijan... Salini want me to work in the company's project in Ukraine and arrange me a Ukraine Visa. As per contract I have no choice but go to Ukraine. But because of the weather condition in Ukraine (that reached -36deg-cent) during the winter I decided to resign my job and goes back to Philippine last Sept 28 2011.
A friend of mine learned what happened, and invited to visit Singapore to take a break that I agree and I booked flights to Singapore (round trip for 3weeks stay in Singapore). And today I was supposed to leave and this incident happened. I was really shocked... if only I knew that this officer will tore down my passport to two piece... hindi na sana ako tumuloy...
Mr. Dizon does not seems to realize how hard to get a passport these days... If he really have suspicion that my passport was tampered he can just easily call DFA-Clark to validate or verify this passport that was just recently used abroad...or simply send it to DFA untouched.
Id been seeking government offices that can help me with this incident and hope I can find someone who can really help me to stop these inhumane act of BI officers, not to mention that I am a native of this country and been an OFW since 1986 of no bad records at all...

The Philippine Consulate General wishes to inform the Filipino community in Hong Kong that, in pursuit of its mandate to primarily detect, monitor and investigate cases of trafficking in persons occurring at the international airports and seaports within the Philippine jurisdiction, as provided for by RA 9208 titled "the Anti-Trafficking in Persons Act of 2003", the Bureau of Immigration (BI) is enforcing strict departure formalities for outbound Filipino travelers.
In its Memorandum Circular No. RPL-10-004 dated 09 August 2010, the Bureau of Immigration may regulate the individual right to travel whenever there is a reasonable detection of trafficking situation by immigration officers and personnel. For brevity and clarity, a detected Filipino international traveler shall be disallowed to depart on either of of the following categories: 1) undocumented 2) improperly documented 3) incompletely documented.
To determine whether a trafficking situation is occurring, Filipino travelers intending to go a foreign country with temporary visitor/tourist visas are assessed by the immigration officer on the totality of their circumstances, including their personal capacity to travel, such as appearance, demeanor, current employment, financial capability, etc., at the times they present themselves for departure formalities.
In cases where the travel is not shouldered in the traveler's personal capacity, it is usually claimed that it is shouldered by another person. If the visa indicates that there is a sponsor, the relationship or reason for the sponsorship is assessed. If it is readily ascertainable that the sponsor is a relative and it is shown that the sponsor is at the place of destination, the next matter to be assessed is the capacity of the sponsor (e.g., work or employment in the place of destination)
Many Filipino travelers who cannot show either their personal capacity or that of their sponsor to shoulder the costs of the trip often present an authenticated affidavit of support and/or guarantee by their sponsoring relative or friend who are residing or working in the country they are traveling to. The affidavit of support is not necessarily a requirement of the Bureau of Immigration and does not guarantee being cleared for departure because it still has to be assessed by the immigration officer.
In light of these developments, the Philippine Consulate General encourages the Filipino community in Hong Kong to properly advise relatives and friends who want to visit them here of the Bureau of Immigration's departure regulations and undertake the necessary preparations to avoid undue inconvenience

this morning,oct.3 2011.probably im going to kula lumpur..but suddenly the immigration ask me a lot of things,present job,company id,credit card..but i know my money here is enough to travel as a tourist,they said my money is not enough,then suddenly they offload me..oct 1 is my flight..but they cancel because of typhoon,i accept that..then they rebook me oct.3..that is today ..i think no more problems..kainis..the immigration officer already shouting with me..then she send me at DSWD,becoz im 22y/old,im too young to travel alone..then i said ''WHAT DO U THINK OF ME?BOBO?TANGA?..then im crying already,.now i want to refund my roundtrip ticket..they said cannot..then when i go back to home,somebody send me sms..he ask me ''U WANT ESCORT?I CAN ESCORT U..BUT U NEED TO PAY 12K,U DONT NEED INTERVIEW..my god!mga mandurugas talaga,kinakawawa nila mga pinoy..BAKIT MGA FOREIGNER THEY CAN VISIT PHILS EASILY?HINDI SILA NAGHIHIGPIT?dahil ba mga pinoy mahihirap!they think pinoy cant afford to travel as a tourist?FUCKING IMMIGRATION!!!!!!!!!!!!!!!!!!

Problema talaga ang pag lipad sa Singapore ngayun, my father supposed to travel in singapore for a 4 days vacation, but then this fucking immigration hold his papers saying that those weren't enough! my father has with him his passport and a ticket and a payed hotel accommodation.

I am a British guy who travels out of Clark every week. Fortunatly i have a good job which allows such frequent travel. Even myself travelling with a girlfriend on a PI passport was interogated by these arseholes who think they represent PI immigration. I myself was recently stopped on arrival and questioned to why I travel so often. Have tried to seek legal advise, however PI immigration are trying to arselike the USA on Child trafficiking claims, so unfortunatly all travel is now being looked at. unfortuantly every Filipino who has the right to leave a free country is being discriminated.
Basically all philippine consulates around the world have a procedure for issuing avadavid support is a person wants to visit that country if friends are there. The difficulty is when a Filipino want to visit a country as a tourist.

Mas grabe pa itong administration ni Pnoy kaysa kay Gloria. Ang ginagawa ng Bureau of Immigration is against the constitution. The right to travel is guaranteed in the constitution. All of you who have been victimized by the immigration should write to your favorite columnist or radio announcer to write and discuss about this in the media. right, maybe you were right that they were just waiting for a "lagay" as per experienced one of this immigration officer said to his friend in a loud voice (in front of the offloaded passenger) "bakit ba ganito feeling ko ngayon, bakit ang hirap hirap ko yatang magdesisyon kung pasasakayin kita o hindi, while dati rati naman madali lang saakin ang magdesisyon"? siguro officer dahil kailangan mo ng pampadulas......but the passenger is a bonafide traveller and di nya kailangang magpadulas or maglagay!!! So, please to the higher authority, to the superior of this immigration officer, do something and investigate, investigate your subordinates on how they carry their position/authority, this is not just an accidental or ordinary incident......rampant abuse of power!!!
that´s right, anyone, everyone can go to Macau because they´re promoting tourism but "this immigration officers" are making life difficult for people who wants to go abroad for genuine Travellers. The immigration should pay back the Travellers for the plane ticket and other expenses in the airport if they offloaded a passenger. Business permit, Hotel booking is enough and other ticket that would like to visit.. no need for invitation Letter if you have already have business in Phils. definitely you will coming back in the Phils..
In regard of what had happened to your sister-in-law, we feel the same as the same thing happened to my son who´s supposed to fly from Clark Air Base to Macau, my son had previously travelled to Macau two times with out any interrogations from the immigration. He was supposed to fly to Macau last Tuesday to visit his closed friends (which he does during his previous two visit) and to have leisure time as me and my British husband used to fund my son´s trip to macau or wherever he wants to go on holiday. Last Tuesday he was treated like an ignorant by an immigration officer (which he was not able to get the name) he offloaded my son because he said that his last visit to Macau prior to this one was more than 30 days, ( but he did not overstay or work in Macau as we can afford to support his holiday and for his extended stay, he applied for extension as he wants to explore Macau). The immigration officer who interrogate my son was arrogant and the way he talk to my son he makes my son feel so little in front of him, me and my British husband was so furious about this immigration officer as "why" is it a problem if my son extend his previous trip, while, the Immigration Department in Macau has no problem issuing an extension for my sons stay in their country, while this particular immigration officer see´s it as an offence? beside´s if my son or anyone wants to see and visit Macau more than once is that "a violation" of the Immigration Law??? My husband is so furious and he can´t believe that this kind of arrogant manner is happening in the Philippines. This immigration officer should cite what´s the violation on why he offloaded my son from his flight. If he will argue that he was just doing his job, then what kind of manner he should demonstrate in front the Travellers ?, especially to the Filipino´s travelling abroad, at least he can talk on a respectful manner as his position requires dignity as a civil servant. We feel so disgusted with this Immigration Officer as it shows abused of power while we the taxpayer (especially overseas worker) pays his salary. I am furious with the word he spoken to my son which is " alisin mo na ang pagmumukha mo sa harapan ko" the hell with you, who the hell you think you are immigration officer??? you bring shame to our Country, arrogant and disgusting people like you should not hold any position that requires direct contact with the public, you should not work in the civil service sector.

I have read some of your complaints and worries when leaving Philippines as a Pilipino passport holder. Kawawa naman kayo kasi alam ko na pinag-iponan ninyo para lang maka bakasyon sa ibang bansa tapos ngayon when you are ready to fly, stop kayo ng immigration officer? why not take note of their names and let them write on a piece of paper kung ano ang violation ninyo as a legitimate traveller, tapos punta kayo sa office of the human rights para i reklamo itong mga buwaya na ito. Pera lang pala ang katapat nila? what a shame, mataas pa naman ang mga pinag aralan ng mga officers na yan tapos pera lang pala ang katapat?

we should. If we just close our eyes to this, more and more filipinos will be taken advantaged of this confusing system. Hindi pinupulot ang pera pambili ng ticket sa eroplano so sana ang ating gobyerno ay maging maingat hindi lamang sa pag reject ng mga kahina hinalang tao kundi mag ingat din sa pag reject sa mga pilipinong bumabiyahe ng may malinis na passport at visa.
Here are the facts:
Malaysian Embassy gave her single entry visa good for 3 months.
Her reason of travel is to have a holiday with her daughter and sister-in-law in Malaysia.
Departure ticket: Aug 18, 2011
Return ticket: Sept 17, 2011
Pag dating sa immigration officer sa Clark Airport, pinapunta siya sa loob ng opisina ng immigration. Dami tinanong sa kanyang like how much dala niyang pera, anong pinagkaka abalahan niya, ano source of income niya, ano gagawin sa Malaysia, asan ang bank passbook/statement niya. 50K ang pera niya.
Ang sabe daw ng immigration officer, kulang daw pera niya at dapat ipakita niya ang passbook niya.
Issue:
1) Is it expressly provided in the immigration laws or rules or procedure that one should still bring financial documents and business permits and other pertinent papers?
2) If these are their rules/requirements, then why not post in their bulletin boards, announcements in website so that filipinos may know?

Ang nararapat sa mga makakapal at magnanakaw na mga IMMIGRATION OFFICERS na ito ay turuan ng leksyon,mga nakakahiya! nag travel kami ng fren ko itong july 28 lang halos 2 oras kami inimbistigahan na para bang may criminal case kmi at kung anu ano pa mga hinahanap mga id's etc.hinold ang ksama ko kc daw wlang work certification,anu kinalaman ng work certification malinaw nman na tourist lang kmi nsa itinerary nmin na 3 days and 2 nights lang kmi mg stay ng Hongkong ,cnabihan ang ksama ko n di daw makakaalis kc kulang documents pero ng may isang immigration officer na nakakilala sa ksama ko na pumupunta pla sa work ng ksama ko dun lang sya inalow na maka check in,pero ung 2 babaeng immigration officers na nag interview samen ng sobrang tagal cgurado ako na nag iintay lang ng lagay at nag bubulungan pa ang mga wlanghiya!magkano ba ang sinusweldo ng mga ito at ganun na lamang katitindi ang mga pangangailangan! mahiya nman kayo maghanapbuhay kayo ng parehas!Hindi lang ako hinold kc matigas ako kung sumagot ask nya mgknu pera ko at pinabilang pa sa harap nya,nanlaki ang mata nitong immigration officer ng makita ang $1,000 US dollars kung baon gusto yata hatian ko bago ako pa check in,no way sa isip ko pa iimbistigador ko talaga sila kung ngyari yun! ang ksama ko ang gustong biktimahin kc medyo bata pa at natantya nila yata na kyang kya nila.HOY mga WALANGHIYANG IMMIGRATION OFFICERS NG DMIA sobra ang kakapal ng mukha nyo!muntik pa kmi maiwan ng flight dahil sa inyong matatakaw sa pera!Sana nman may action gawin ang gobyerno natin sa hindi makatarungan ginagawa ng mga ito! ang alam ko offload ka lang na passenger ka kung may hold departure ka or may dala kang illegal stuffs like drugs!

Last Friday 5th August, I was stopped by these rude immigration officials and asked why i travel so frequently to the Philippines.. the tosser with the name like Tarrentino. Young arrogant piece of shit..The idiot could not understand i lived in HKG and travelled frequently. Eventually after 25mins let me in..

Send you letters and complaints to: Hon. Loretta Rosales, Chairperson, Commission on Human Rights, Telefax: 929-0102, Email: chair.rosales.chr@gmail.com We need to put pressure to them to act on this matter.
I hope all Filipinos who have been offloaded and subjected to unnecessary questioning by immigration officials would submit a complaint to the Commission on Human Rights to urge them to investigate on the matter and determine where there has been a violation of our right to travel. Have never flown in nor out of Diosdado Macapagal International Airport and with what I'm now reading, it seems that even if one is a legitimate traveller and is honest, he will never be allowed to depart from Clark no matter what. Sorry to have this conclusion; it appears to be scary right now to fly out of Clark in this case.

Not only in Diosdado Macapagal Airport but also NAIA Terminals in Manila. Halos lahat yata ng officers ng immigration naghi hintay na lang ng mabi biktimang passengers mostly mga first timers. First hand experience, yung makakapal ang mukha diretsahang hihingi talaga ng pera sa yo bago ka i allow maka pasok. MArami ding akong kakilalang nabiktima nitong mga magnanakaw nato.
